Alex Etchen is Vice President of Construction Advocacy & Risk Management at the Associated General Contractors of America (AGC), where his responsibilities encompass a range of federal infrastructure and transportation issues. Prior to joining AGC, he served at the Federal Highway Administration and spent nearly seven years working in Congress, including on the House Transportation and Infrastructure Committee. He holds a bachelor’s degree from Pennsylvania State University and an MBA from Johns Hopkins University.

David Ashinoff

Sr. Director of Political Affairs | AGC of America

David Ashinoff is Senior Director of Political Affairs for the Associated Contractors of America, where he promotes political engagement across the construction industry and leads AGC PAC and Construction Advocacy Fund fundraising, grassroots advocacy, and member communications.  He began his political career with the Republican Governors Association before managing political action committee and Free Enterprise Alliance initiatives for Associated Builders and Contractors. Driven by the role of political activism in advancing solutions to national challenges, David holds a bachelor’s degree in government and sociology from the College of William & Mary and lives in Arlington, Virginia.

Deniz Mustafa

Senior Director, Construction Advocacy | AGC of America

Deniz Mustafa is Senior Director of Construction Advocacy at the Associated General Contractors of America (AGC), where he advocates for contractors on infrastructure investment, procurement, and tax policy. Prior to joining AGC, he worked for commercial and multi-family construction companies, gaining experience both in the field and office. He earned his Bachelor of Arts degree with honors from Texas A&M University.

Jeff Shoaf

Chief Executive Officer | AGC of America

Jeff Shoaf is currently the Chief Executive Officer (CEO) of the Associated General Contractors of America. He was selected to be AGC’s CEO in 2023 by a search committee made up of current and past leaders of the national association and assumed the position in April 2024. As the CEO, Jeff leads a staff of over 65 professionals who work to advocate for, educate, and connect the commercial construction industry in the United States, in coordination with the 89 AGC chapters across the nation.  Before being selected as CEO, Jeff served as Chief Operating Officer (COO) of AGC for the last six years. In that role, he helped oversee day-to-day operations at the trade association, oversaw the implementation of the Board of Directors Business Plan, and ensured the association’s management and budgeting priorities were met. Before taking the post as COO, Jeff worked in AGC’s government relations department as a lobbyist and head of the department for over 20 years. He worked on Capitol Hill prior to joining AGC where he served on the staff of the House Transportation Committee and for Congressman Bud Shuster of Pennsylvania for nearly 8 years. He is a graduate of James Madison University.

Jim Young

Senior Director, Congressional Relations for Labor, HR and Safety
AGC of America

Jim Young is Senior Director of Labor & Workforce Policy at the Associated General Contractors of America (AGC), where he focuses on federal legislation, labor and employment policy, and workforce development. He previously worked in grassroots advocacy and began his career on Capitol Hill. Young earned a degree in Business Administration from the College of Charleston.
