SPEAKERS:
Mr. Pat V. Phung, Construction Branch Chief
Mr. Pat V. Phung became the USACE Honolulu District Construction Branch Chief in March 2021 and has over twenty-five years working with the engineering and construction industry in Hawaii. Pat leads a team of over eighty staff members to deliver high quality construction projects to various stakeholders and partners. The current value of Honolulu District’s active construction program is over $1.2 billion. His construction management philosophy is based on the science and art of balancing the quality triangle.
Prior to his current position, Pat was the Area Engineer and Administrative Contracting Officer (ACO) for the USACE Honolulu District, a Resident Engineer and ACO for the USACE Japan Engineer District, and a program manager for the Federal Highway Administration (FHWA), U.S. Department of Transportation (DOT).
Pat possesses a bachelor’s degree in civil engineering from the University of Washington and MBA in finance from the Hawaii Pacific University.
Ms. Tristin Suetsugu, District Contracting Chief
Ms. Tristin Suetsugu is the Chief of Contracting for the Honolulu District. She leads a team of acquisitional professions providing acquisition support to the District’s missions, including the military, civil works, environmental, regulatory and emergency management programs.
Ms. Suetsugu began her federal career as an Engineer Tech in the Engineering and Construction Division at the Honolulu District in 2003. She later became a contract hire supporting the Geospatial Information System program of the Honolulu District. She then was selected to participate in the acquisition contracting intern program.
Ms. Suetsugu earned a Bachelor of Arts degree (Communication) from Lewis and Clark College in Portland, Oregon and a Master of Science degree (Travel Industry Management) from the University of Hawai’i at Mānoa. She is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified and a member of the Army Acquisition Corps (AAC). Born and raised in Honolulu, Hawaii, Ms. Suetsugu returned home in November 2021 to begin her new role as the Chief of Contracting for the Honolulu District.
