The Inside Track is a live, in-person event series that brings together leaders from key public and private sectors to share critical updates on upcoming construction projects across Hawaii. More than a rundown of bid opportunities, each session offers in-depth insights into priorities, funding outlooks, and long-term planning.
The Inside Track: Education focuses on Hawaii’s public education infrastructure, a vital area of investment and opportunity. Hear from leaders driving planning, design, and construction across the state’s educational system, including:

PRESENTERS:
Mr. Brandon Shima
University of Hawaii
Brandon Shima is currently the Project Manager lead at the University of Hawaii, Office of Project Delivery. He received his degree in Civil Engineering at the University of Hawaii at Manoa and went on to work at a local design consultant for 2 years before going to private construction company for 10 years. While in construction he managed projects in Hawaii and Denver ranging from $5 Million to $1.6 Billion in healthcare, industrial, transportation, and education. The last 7 years have been with the University of Hawaii managing capital improvement projects, on the various campuses, that include the $35 Million Creative Media Facility, $21 Million Bachman Hall renovation, and $56 Million Sinclair Student Success Center renovation.
Ms. Jadine Urasaki
Department of Education
Jadine Urasaki, P.E., LEED AP, is the Public Works Administrator for the Facilities Development Branch at the Hawaiʻi Department of Education, bringing over 28 years of government experience. Her previous roles include Assistant Program Administrator at the Board of Water Supply and Deputy Director of the Department of Transportation under Governors Neil Abercrombie and Benjamin Cayetano. She has also worked in the Departments of Health, Transportation, and Education, as well as in the private sector.
Jadine holds a B.S. in Civil Engineering from the University of Hawaiʻi at Mānoa. Outside of work, she has coached high school girls basketball for over 25 years—currently leading the Kamehameha Varsity Division II team—and has been active in the Honpa Hongwanji Girl Scout community for more than a decade.
