The General Contractors Association of Hawaii invites you to The Inside Track: NAVFAC, a must-attend event highlighting major investments in military construction throughout the Pacific. With geopolitical strains intensifying and threats from China growing more complex, facility and infrastructure repairs and replacements, network and fuel system hardening, and establishing front-line logistics bases play a crucial role in U.S. Pacific deterrence, rapid response, and coalition operations. With billions of dollars of work planned across the region, this session offers a rare opportunity to hear directly from the agencies driving military readiness, facilities modernization, port and harbor improvements.

Captain Leinweber is a native of Johnstown, Colorado and is a 2003 graduate of Colorado State University, where he received a Bachelor of Science in Civil Engineering with a minor in mathematics. In May 2012, he then earned a Master of Science Degree in Civil Engineering from Colorado University. Captain Leinweber entered the Navy through the Naval Bachelor Degree Completion Program and received his commission from Officer Candidate School in December 2003.
Following Officer Candidate School, Captain Leinweber attended Civil Engineer Corps Officer School in Port Hueneme, California in January 2004. In April 2004, he reported to Naval Facilities Engineering Command Northwest, Bremerton, Washington for his first tour as an Assistant Resident Officer in Charge of Construction.
Captain Leinweber was then assigned to Naval Mobile Construction Battalion ELEVEN, Gulfport, Mississippi from May 2007 to August 2009. As part of this tour he became a plank-owner while serving as the Headquarters Company Commander and S6 during the re-commissioning of NMCB ELEVEN in September 2007. Also during this tour, he deployed to the Horn of Africa in support of AFRICOM and Operation Enduring Freedom and served as the Detachment Operations Officer/Assistant Officer in Charge. From September 2009 to July 2011, he served as the Public Works Officer and Resident Officer in Charge of Construction for the Marine Corps Mountain Warfare Training Center, Bridgeport, California. Then at Naval Base Ventura County he served as the Production Officer from July 2012 to December 2014, and the Facilities Engineering Acquisition Division Director from January 2015 to June 2016. From July 2016 to June 2019 he served as the Critical Infrastructure Protection and Mission Assurance Assessment Officer for Commander, U.S. Pacific Fleet. From July 2019 to May 2021 he served as the Assistant Chief of Staff and Department Head for Plans and Policy for Navy Expeditionary Combat Command Pacific. From June 2021 to July 2024 he served as the Public Works Officer for Naval Base Guam. From July 2024 to November 2025 he served as the Expeditionary Director for Naval Facilities Engineering Systems Command Pacific.
Captain Leinweber is currently serving as the Naval Facilities Engineering Systems Command Hawaii Operations Officer.
Captain Leinweber personal awards include the Navy Meritorious Service Medal (3), Navy and Marine Corps Commendation Medal (4), and the Navy and Marine Corps Achievement Medal. He is Seabee Combat Warfare Qualified, a Register Professional Engineer in the State of Colorado, and is a member of the Defense Acquisition Corps.
